Bargains in W. Roscoe Village

Off the beaten track and hidden on the edges of industrial neighborhoods, the city’s in-fill housing developments often are residential enclaves sequestered in privacy.

New townhome hunters who are searching for a price break and are willing to migrate west of Western Avenue will find two in-fill developments—Fletcher Row Townhouses and the Park Homes of Cornelia Court—in West Roscoe Village, an emerging residential neighborhood on the Near Northwest Side.

Bisected by the North Branch of the Chicago River and bounded by Western Avenue on the east, the Kennedy Expressway on the west, Diversey Parkway on the south and Addison Street on the north, West Roscoe Village is a vintage blue-collar industrial neighborhood, real estate experts say.

The Park Homes of Cornelia Court are in a cloistered, European-style courtyard community at Sacramento and Cornelia. Prices start at $449,000.

Several units are available for immediate sale at Fletcher Row Townhomes, where prices range from $499,900 to $749,900.

The enclave is dotted with 2-flat and 3-flat apartments and single-family homes surrounding such recreational anchors as Brands Park, a bastion of 16-inch slow-pitch softball in summer.

“Today, the gateway to West Roscoe Village is Belmont Avenue because Roscoe Street ends west of Western Avenue at the site of the old Riverview Amusement Park, which has been transformed into the Riverview Mall shopping center,” noted Fletcher Row’s co-developer Roby Frankel, partner in Bluestone Development.

A swath of former industrial sites, factories and aging boatyards along the west bank of the Chicago River gives West Roscoe Village its grit—and provides the vacant land sought by residential developers.

The Chicago Board of Realtors’ newest neighborhood map does not list West Roscoe Village as a residential area. The district’s borders overlap an industrial zone wedged between the Chicago River and the Kennedy Expressway.

Years ago real estate people jokingly called the industrial zone “Northwest Nowhere,” but today West Roscoe Village is in the central path of Northwest Side development.

• Fletcher Row Townhomes. The 20-unit luxury townhome community at 2424 West Fletcher St. in West Roscoe Village, has several residences ready for immediate occupancy this summer. Fletcher Row’s custom designed “Arts and Crafts-style” facades also emphasize the individuality of each townhome. The residences showcase solid brick and stone construction for a feeling of permanence and integrity.

The land plan calls for two clusters of 10 townhomes separated by a landscaped courtyard. The development features a landscaping plan showcasing trees, bushes and other greenery all year, with flowers in the spring and summer.

Bluestone Development currently is offering seller financing with a down payment as little as 10 percent and buy-down interest rates on jumbo loans at Fletcher Row Townhouses.

The development has 3-bedroom and 4-bedroom units with 3 or 3.5 baths and 2,179 to 3,044 square feet of living area. Base prices range from $499,900 to $749,900. Two townhomes have been sold and closed, two are under contract and the other Phase I units are available for occupancy within 60 days.

Fletcher Row was recently voted Chicago’s Best Townhome development by New Homes Magazine. A professionally decorated and furnished model townhome is open for viewing.

• The Park Homes of Cornelia Court. This cloistered European-style courtyard community is nestled on northwest corner of Sacramento and Cornelia in the heart of West Roscoe Village. Prices in the development start at $449,900.

A new professionally decorated and furnished 3-story model townhome is open for viewing at the Park Homes of Cornelia Court. Anchor General currently is offering six free monthly home-loan payments for mortgage principal and interest—a cash value of $15,000—to qualified buyers in Phase III at Cornelia Court.

The residences surround a 10,650-square-foot pocket park, and the perimeter of the property is dotted with mature trees. The $28-million development includes 2-bedroom-plus-den, 3-bedroom and 4-bedroom townhomes with 2.5 to 3.5 baths and 2,242 to 2,904 square feet of living space.

When complete, Cornelia Court will feature 13 buildings with 2 to 7 three-story and four-story townhomes per building. Phase I and Phase II of Cornelia Court are sold out and occupied. Seven units are available for immediate occupancy in the 12-unit third phase.
